SeMT - State e-Mission Team
The National e-Governance Plan (NeGP), takes a holistic view of e-Governance
initiatives across the country, integrating them into a collective vision, a
shared cause. Around this idea, a massive countrywide infrastructure reaching
down to the remotest of villages is evolving, and large-scale digitization of
records is taking place to enable easy, reliable access over the internet. The
ultimate objective is to bring public services closer home to citizens, as
articulated in the Vision Statement of NeGP.
"Make all Government services accessible to the common man in his locality,
through common service delivery outlets, and ensure efficiency, transparency,
and reliability of such services at affordable costs to realise the basic needs
of the common man"
The Government approved the National e-Governance Plan (NeGP), comprising of 27
Mission Mode Projects (MMPs) and 8 components, on May 18, 2006. The Government
has accorded approval to the vision, approach, strategy, key components,
implementation methodology, and management structure for NeGP. However, the
approval of NeGP does not constitute financial approval(s) for all the Mission
Mode Projects (MMPs) and components under it. The existing or ongoing projects
in the MMP category, being implemented by various Central Ministries, States,
and State Departments would be suitably augmented and enhanced to align with the
objectives of NeGP.
SeMT - State e-Mission Team
SeMTs are set up in each State headed by a Principal Consultant / Head – SeMT.
There are four major functions under him.

Roles & Responsibilities of SeMT
Program
Management
Program Management team will manage the implementation of NeGP and provide support
to the State government for the implementation of NeGP in the State. This team
will support the Head of SeMT in monitoring the progress on NeGP and if needed,
provide inputs to the State Apex Committee for effective decision making.
Financial
Management
Financial Management team will provide support to the State departments in
establishing suitable Financial Management processes (Viability, Costing,
Accounting and Budgeting & Monitoring) for the e – Governance projects. This
team is also responsible for providing support to the State government
departments in matters related to PPP, contracts, vendor management and other
related activities.
Technology
Management
Technology Management team will assist the Head SeMT and support the State
departments on technological issues related to MMPs and other e – Governance
projects. They are also responsible for technological appraisal of project
reports received from state departments.
Change
Management
Change management team will direct the implementation of Capacity Building
scheme in the State as well as assist the State Departments in carrying out
Business Process Transformation exercises entailing efficiency improvements for
the e-Governance projects.
